The suffering of these children is not an unintended consequence of PBS decision-making. It is a well-known and understood by-product of a dreadful legislated decision-making framework in which the government prioritises a good deal for itself over patient needs. The tragedy of yesterday's exchange is made worse by the fact that the mother had to sit through it.
